Law Enforcement Guidelines
Standards for Official Inquiries, Subpoenas, Court Orders, and Emergency Disclosures
Mebo is built upon an ephemeral, decentralized WebRTC framework. Live audio and video streams flow directly between user browsers and are never routed through recording servers, transcribed, or stored in any persistent database. Mebo cannot retrieve, replay, or produce historical video or audio footage because such data is never retained.
1. Information Available to Law Enforcement
Subject to valid legal process under the Nigerian Cybercrimes (Prohibition, Prevention, etc.) Act, the Nigeria Data Protection Act (NDPA), GDPR, and relevant mutual legal assistance treaties (MLAT), Mebo may retain and produce only the following limited data:
- Ephemeral Connection Logs: Timestamps of connection establishment, public IP addresses, and WebRTC signaling session identifiers (retained for a temporary operational window).
- Moderation and Report Data: User-initiated abuse report timestamps, selected report category reasons, and associated reporter/reported IP hashes.
- Account Information (if applicable): For users who voluntary authenticated via Supabase auth, registered email addresses and account creation metadata. Anonymous users have no account profiles.
2. Required Legal Process
Mebo releases non-public records strictly in accordance with statutory privacy protections and due process of law:
- Domestic Requests (Nigeria): Valid subpoena, court order, or warrant issued by a competent court of law within the Federal Republic of Nigeria.
- International Requests: Non-Nigerian law enforcement agencies must issue requests through official Mutual Legal Assistance Treaty (MLAT) channels or letters rogatory, unless qualifying under emergency life-safety protocols.
- Specificity: Every request must identify the exact IP address, specific date, and exact timestamp (including UTC time zone) of the incident. Generalized inquiries cannot be fulfilled.
3. Emergency Disclosures and Threat to Life
Mebo cooperates expeditiously when law enforcement demonstrates in good faith that an emergency involving imminent risk of death, serious physical injury, or child sexual exploitation requires immediate disclosure of information:
- Child Sexual Abuse Material (CSAM): Mebo maintains zero tolerance. Any confirmed or attempted distribution is immediately reported to the National Center for Missing & Exploited Children (NCMEC) and relevant domestic law enforcement.
- Emergency Inquiries: Emergency requests must be submitted with official agency credentials, a sworn declaration of imminent danger, and the signature of an authorized supervisory officer.
4. Submission of Official Legal Process
Official law enforcement requests must be transmitted directly from an official governmental or police domain (e.g., .gov, .gov.ng, or .police.uk) to:
